Developed in line with EU directives (cf. EU Commission Communication 799/2007), international best practices (cf. European Assistance For Innovation Procurement - EAFIP), TUTTOGARE.PCP enables contracting authorities to launch and manage innovation-oriented procurement in a strategic, secure, and transparent way.

A success story

TUTTOGARE PA was chosen by Agenzia Regionale Emergenza Urgenza Sardegna (AREUS), the regional agency responsible for Emergency Medical Services (EMS) in Sardinia, to manage the pre-commercial procurement HEMS+. The project's objective was to develop innovative solutions to improve the safety and effectiveness of HEMS (Helicopter Emergency Medical Service) flights in adverse weather and environmental conditions. HEMS+, funded by the European Regional Development Fund (ERDF), lasted a total of 36 months with an overall value of over 1.6 million euros. The PCP Module enabled AREUS to manage the three subsequent phases of the tender. Three bids were received in Phase 1 (“Conceptual Solution Development and Feasibility Study”), all participants were admitted to Phase 2 (“Detailed Technical Design and Prototyping”), and two of these progressed to Phase 3 (“Experimentation in a Real Operational Context”). TUTTOGARE PA’s PCP Module represents a cost-effective solution that allows for the optimization of PCP management processes.
